Today, the New York State Office of Cannabis Control (OCM) announced the official publication of the Marijuana Regulation and Taxation Act (MRTA) Enforcement Report.
Highlights three years of progress in establishing the nation's most comprehensive legal framework for the adult-use cannabis, medical cannabis, and cannabinoid hemp industries.
This report promotes equity and expands opportunities for communities disproportionately affected by cannabis prohibition, promotes a thriving and growing cannabis market and the economic opportunities it brings, and protects public health and safety. details successful efforts to realize MRTA's intent to promote Enforce cannabis laws and regulations and protect the environment. It also provides recommendations for continued development and growth across the state's cannabis industry.

“From our inception, we have always been committed to creating a fair and inclusive cannabis industry that repairs and restores the harms of the past while building opportunities for the future,” said Tremaine Wright, chair of the New York State Cannabis Control Commission. Key findings from the report:
A total of 1,342 adult-use cannabis licenses have been issued, and more than 200 retail dispensaries are currently permitted to operate. To date, the adult market has generated $653.9 million in revenue in 2023. 67% of New Yorkers who have consumed cannabis in the past year report purchasing it from a legal retailer. Commitment to Economic Equity: 54.7% of adult licenses were awarded to Social and Economic Equity (SEE) eligible applicants, exceeding the MRTA's goal of 50%. To date, 205 conditional adult cultivation and processing licenses have been issued. Currently, 150 conditional adult-use retail dispensary (CAURD) licenses are open for business, providing opportunities for equitable ownership and participation in the cannabis industry. Expungement and Law Reform: The MRTA has over 400,000 marijuana-related convictions eligible for expungement. More than 200,000 convictions have been sealed and an additional 107,000 convictions are being suppressed pending sealing. In New York State, no one remains incarcerated solely for marijuana-related crimes. 1,341 enforcement inspections were conducted across New York State. 1,135 inspections resulted in the issuance of a Notice of Violation (NOV). 345 forced inspection resulted in NOV and store being padlocked for violations. Over 27,318 pounds of unlicensed cannabis products were seized, valued at $119,833,546.
